Not every foreign national who settles in Ukraine arrives with an employment contract. A great many come because of a person — a spouse, a child, a parent — or because of a place at a university, or because an organisation asked them to come and do something that has nothing to do with profit. Ukrainian law recognises these situations, but it recognises them narrowly and documentarily. Each personal ground rests on a specific relationship or a specific institution, and the migration service assesses the paperwork behind that relationship rather than the story told about it.
